Tan Phuoc 1 Industrial Park in Dong Thap Province has reached an important milestone after IDICO Tien Giang Joint Stock Company was granted a land lease covering more than 3.43 million square meters for project implementation. With a total planned area of 470 hectares and investment capital exceeding VND 5.936 trillion, the project is expected to break ground on technical infrastructure in September 2026 and begin attracting secondary investors from the first quarter of 2027.
On August 10, 2026, the People’s Committee of Tan Phuoc 3 Commune coordinated with relevant agencies to announce and implement the decision to lease land to IDICO Tien Giang Joint Stock Company for the development and operation of Tan Phuoc 1 Industrial Park.
The land lease decision represents a major legal milestone, allowing the developer to move closer to the construction stage and prepare for large-scale infrastructure development.
According to the announced decision, IDICO Tien Giang will lease more than 3.43 million square meters of land in Tan Phat Hamlet, Tan Phuoc 3 Commune, Dong Thap Province.
IDICO Tien Giang Granted More Than 3.43 Million Square Meters of Land
Under Decision No. 1935 dated August 5, 2026, the Chairman of the People’s Committee of Tan Phuoc 3 Commune approved the lease of 3,437,359.9 square meters of land to IDICO Tien Giang Joint Stock Company for the implementation of Tan Phuoc 1 Industrial Park.
Of this area, approximately 825,504.4 square meters will be used for shared infrastructure within the industrial park.
The land is leased by the State under a one-off rental payment arrangement for the entire lease term.
The lease period runs from the date of the decision until May 31, 2074, in accordance with the project’s investment policy approval under Decision No. 471/QD-TTg dated May 31, 2024.
Completion of the land lease procedure provides the legal foundation for the developer to accelerate construction on the project site.
Tan Phuoc 1 Industrial Park Covers 470 Hectares
Tan Phuoc 1 Industrial Park has a total planned area of approximately 470 hectares in Tan Phuoc 3 Commune, Dong Thap Province.
The project has total investment capital of more than VND 5.936 trillion.
Its operating term is 50 years from the date on which the project received investment policy approval and investor approval.
With a scale approaching 500 hectares, Tan Phuoc 1 is expected to become one of the notable new industrial park developments in the region.
The project is being developed in two phases.
Phase 1 covers approximately 360 hectares.
Phase 2 covers approximately 110 hectares.
This phased development approach allows infrastructure construction to progress in line with site clearance and market demand.
Phase 1 Site Clearance Reaches Approximately 97.5%
Site clearance is one of the most important factors affecting industrial park development schedules.
According to disclosed information, land clearance for Tan Phuoc 1 Industrial Park has made significant progress.
For Phase 1, covering 360 hectares, approximately 97.5% of affected households have received compensation and handed over their land.
This high completion rate creates favorable conditions for the developer to begin large-scale infrastructure construction.
For Phase 2, which covers approximately 110 hectares, only one household has yet to receive compensation.
Local authorities are continuing discussions with the remaining household in an effort to complete the land handover process.
If the current progress is maintained, the project could significantly reduce the risk of construction delays caused by land clearance issues.
Groundbreaking Expected in September 2026
According to IDICO Tien Giang, the project is expected to break ground on technical infrastructure in September 2026.
Immediately after the groundbreaking, the developer plans to simultaneously implement several key infrastructure components.
These include:
- Wastewater treatment plant;
- Industrial park administration building;
- 110 kV substation;
- Clean water treatment and supply plant;
- Internal road network;
- Electricity, water supply and drainage systems;
- Other technical infrastructure supporting manufacturing operations.
Developing these facilities simultaneously from the early stage is particularly important for attracting secondary investors.
As foreign-invested manufacturers increasingly demand higher infrastructure standards, industrial parks with reliable electricity, water supply, wastewater treatment, and technical utilities tend to have a stronger competitive advantage.
110 kV Substation to Strengthen Power Supply Capacity
One of the notable infrastructure components planned for Tan Phuoc 1 Industrial Park is a 110 kV substation.
Reliable electricity supply is essential for a large-scale industrial park.
Manufacturing sectors such as electronics, mechanical engineering, food processing, cold-chain logistics, and materials production can require substantial and uninterrupted power capacity.
The developer’s plan to establish a 110 kV substation in the early stage could significantly strengthen the industrial park’s ability to meet the requirements of secondary investors.
Power infrastructure will also be an important factor in future investment promotion activities.
Clean Water and Wastewater Treatment Infrastructure to Be Developed Simultaneously
In addition to electricity supply, water infrastructure and wastewater treatment are key components of modern industrial parks.
Tan Phuoc 1 Industrial Park is expected to develop both a clean water plant and a centralized wastewater treatment facility following the groundbreaking.
This approach indicates that the project aims to establish a relatively comprehensive utility system from the outset.
For manufacturers, particularly those in sectors requiring significant amounts of water such as food processing, beverages, textiles and certain processing industries, reliable water supply can directly influence site selection decisions.
Meanwhile, centralized wastewater treatment meeting regulatory standards is essential for environmental compliance and long-term industrial park operations.
Tan Phuoc 1 Expected to Attract Secondary Investors from Q1 2027
According to the current plan, Tan Phuoc 1 Industrial Park is expected to begin attracting secondary investors in the first quarter of 2027.
If this schedule is maintained, the period between groundbreaking and initial investor attraction would be relatively short.
This indicates that the developer is targeting a rapid infrastructure development schedule.
For the industrial real estate market, the point at which an industrial park begins receiving secondary investors is a major commercial milestone.
It marks the transition from infrastructure construction to commercial operation.
At that stage, industrial land leasing, ready-built factories, warehouses, logistics facilities, and related services may begin to develop.
More Than 343 Hectares of Leased Land Provides Foundation for Development
The newly leased area of more than 3.43 million square meters is equivalent to over 343 hectares.
Compared with the project’s total planned area of 470 hectares, this represents a substantial portion of the industrial park and provides an important foundation for implementation.
Of the leased area, more than 82.5 hectares has been designated for shared infrastructure.
This indicates that a significant proportion of the project will be allocated to transportation, technical infrastructure, and common facilities.
The ratio between commercial industrial land and shared infrastructure is important because it directly affects the park’s operational quality.
Well-planned industrial parks generally require sufficient space for roads, green areas, utility systems, wastewater treatment, and support facilities.
Tan Phuoc 1 Could Add Significant New Industrial Land Supply
The transition of Tan Phuoc 1 Industrial Park into the construction stage could add a substantial amount of new industrial land to the market.
With a total area of 470 hectares, the project is large enough to accommodate a wide range of manufacturing industries.
As demand for industrial land continues to be supported by foreign direct investment, supply chain relocation, and manufacturing expansion, new developments could provide additional options for investors.
Industrial parks with cleared land and ready infrastructure typically have a significant advantage when competing for new projects.
The high site clearance rate at Tan Phuoc 1 is therefore a positive indicator for its future development.
IDICO’s Role in Industrial Infrastructure Development
IDICO Tien Giang Joint Stock Company is the developer responsible for implementing Tan Phuoc 1 Industrial Park.
Experience in industrial infrastructure development can be an important factor in project execution, infrastructure standardization, and investor attraction.
For industrial parks, the developer’s capabilities often have a significant impact on construction progress, operational quality, and occupancy.
Secondary investors typically pay particular attention to issues such as:
land handover schedules, project legality, infrastructure quality, electricity supply, water supply, wastewater treatment, and support services.
The continued completion of legal procedures at Tan Phuoc 1 therefore strengthens the project’s readiness for future commercialization.
Tan Phuoc 1 Could Become a New Driver of Local Industrial Development
A 470-hectare industrial park can generate considerable economic impact for surrounding areas once operational.
The project could first attract new manufacturing companies.
This could create employment opportunities, increase local budget revenues, and stimulate service-sector development.
Industrial activity also generates demand for:
logistics, transportation, warehousing, worker accommodation, retail, food services, and other support services.
For this reason, the economic impact of a large industrial park often extends well beyond the project’s boundaries.
Opportunities for Industrial Real Estate and Logistics
Once Tan Phuoc 1 Industrial Park begins receiving secondary investors, demand for supporting industrial real estate could increase.
In addition to industrial land, the market may see growing demand for:
ready-built factories, logistics warehouses, cold storage facilities, distribution centers, container yards, and service infrastructure.
This is a common development pattern around major industrial parks as occupancy increases.
For industrial real estate investors, monitoring the progress of projects such as Tan Phuoc 1 can help identify emerging manufacturing clusters at an early stage.
Infrastructure Completion Will Determine the Competitiveness of Tan Phuoc 1
During the initial development stage, infrastructure delivery will be one of the most important factors determining the competitiveness of Tan Phuoc 1 Industrial Park.
An industrial park can successfully attract manufacturers only if it simultaneously meets a number of requirements.
These include:
cleared land, transparent legal status, efficient transport connections, stable electricity supply, sufficient clean water, compliant wastewater treatment, and effective support services.
The developer’s plan to implement the 110 kV substation, clean water plant, and wastewater treatment facility from the early stage indicates that essential infrastructure is being prioritized.
If construction progresses as scheduled, this could become a significant advantage when marketing industrial land from the first quarter of 2027.
Land Lease Decision Marks an Important Legal Milestone
The decision to lease more than 3.43 million square meters of land represents an important legal milestone for Tan Phuoc 1 Industrial Park.
In industrial real estate development, land procedures are often among the most important determinants of project schedules.
Completing the land lease process for a substantial portion of the project indicates that Tan Phuoc 1 is moving from administrative preparation into physical development.
Combined with the high site clearance rate, the planned September 2026 groundbreaking appears increasingly achievable.
Tan Phuoc 1 Preparing to Enter the Construction Stage
Since receiving investment policy approval in 2024, Tan Phuoc 1 Industrial Park has gradually completed the conditions required for implementation.
By August 2026, the project had reached another major milestone with the lease of more than 343 hectares of land to the developer.
If the existing schedule is maintained, construction could begin in September 2026 and the industrial park could welcome its first secondary investors from the first quarter of 2027.
This will be a key period determining the pace of Tan Phuoc 1’s development over the following years.
Tan Phuoc 1 Could Emerge as a New Industrial Investment Destination
With a planned area of 470 hectares, investment capital exceeding VND 5.936 trillion, and a high site clearance rate, Tan Phuoc 1 Industrial Park has several favorable conditions to become a significant new source of industrial real estate supply.
The lease of more than 3.43 million square meters of land not only completes a key legal procedure but also provides the foundation for large-scale infrastructure construction.
If the project breaks ground as planned in September 2026 and begins attracting secondary investors from Q1 2027, Tan Phuoc 1 could become one of the notable new industrial park projects entering the market during the 2026–2027 period.
As Vietnam continues to attract foreign direct investment and develop new manufacturing supply chains, large industrial parks with cleared land, modern infrastructure, and clear development schedules are likely to remain attractive to both domestic and international investors.
